DUX MILAN COMPACT
We, the founding nations of Dux Milan, hold the following unanimously approved document as governing in the duties of regional service and approve the laws set forth in this statement of constitution as binding for all nations residing within Dux Milan, present or future. Furthermore, the charter amendments of this compact will abrogate any law conceived by The Dux Council when applicable.
CHARTER AMENDMENTS
I. To be considered a member state of Dux Milan, and afforded all accompanying rights, a nation must be a voting member of the World Assembly and must have resided within The Region of Dux Milan for no less than 72 hours.
II. Only member states of Dux Milan may participate in regional elections and referendums.
III. CREATION OF EXECUTIVE POWERS:
Whereas, The Dux Council, which shall consist of five voting nations, will be considered Dux Milan’s executive governing body and will have the authority to both establish and cancel embassies, pass legislation relating to foreign and domestic policy, repeal passed legislation, declare war, call and moderate elections, ban nations from Dux Milan, create appointed positions in regional government and fill those positions according. Furthermore, the title Dux Bradford John, and all duties of position as mentioned in this Compact, shall be appointed to Dux Milan’s founding nation. Furthermore, the position of World Assembly Delegate is designated an executive power of Dux Milan and is afforded all rights accompanying in this Compact.
III. I – The World Assembly Delegate shall be a voting nation on The Dux Council and will be elected by popular vote once every four months; furthermore, access to regional controls shall not be a right afforded to the Dux Milan World Assembly Delegate.
III. II – Dux Bradford John is appointed a permanent vote on The Dux Council.
III. III – Three at-large seats shall be elected, on a revolving basis, to terms of three months respectively and elections for no more than one seat on The Dux Council are mandated to occur on the 20th of every month hereafter this Compact’s ratification.
III. IV - Dux Milan’s first elections for The Dux Council shall be scheduled for January 20, 2013 and three at-large seats, with terms of one month, two months and three months respectively, shall be available through nominations. This shall be the only occasion Dux Councilors are elected to a term of less than three months.
III. V – Elections for World Assembly Delegate shall occur on January 20, 2013, and shall coincide with elections for at-large seats in every election after.
III. VI - All member states are mandated to endorse the elected World Assembly Delegate.
IV. Whereas, The Dux Council shall make no law relative to regulating the domestic policies of any nation residing within Dux Milan.
V. Whereas, The Dux Council shall have the authority to ban any nation from Dux Milan upon unanimous vote.
VI. Member states of Dux Milan may be considered military resources by the region’s executive powers in times of declared war but military service on behalf of Dux Milan shall remain voluntary.
VII. The definition of “war” and “military service” includes, but is not limited to, participating in defending, raiding, invading and griefing on behalf of Dux Milan.
VIII. Whereas, The Dux Council, by majority vote, shall appoint a military commander in times of war and shall afford the appointed nation with all authorities necessary.
IX. A unanimous vote of The Dux Council will be required to declare war upon another region. Likewise, a unanimous vote from Dux Councilors is required to retract a declaration of war.
X. Only member states of Dux Milan shall be appointed to positions created by The Dux Council.
XI. If a seat on The Dux Council becomes vacant, for any reason, before the expiration of a member’s term, The Dux Council will immediately open nominations for the vacant seat.
XII. Whereas, The Dux Council shall pass no law restricting the number of terms a member state may serve consecutively as a Dux Councilor or World Assembly Delegate.
XIII. Any member state of Dux Milan may draft legislation and submit it to The Dux Council. If said legislation is attached with a voting sponsor from The Dux Council, the proposed legislation shall be voted upon.
XIV. Whereas, Dux Bradford John is bound by this Compact to enact any legislation passed by The Dux Council through his capacities as founder.
XV. Further amendments to this document may be proposed by any member state in the Regional Assembly thread of Dux Milan’s Regional Forums and brought to a referendum by The Dux Council if three sponsors, who will also be member states, accompany the proposal.
XVI. Amendments proposed and brought to referendum require the concurrence of no less than two thirds of Dux Milan’s active-member states.
XVII. An “active-member state” of Dux Milan shall be defined as a member state of Dux Milan that has logged government activity within six days.
XVIII. If a Dux Councilor’s nation logs any more than eight days of no government activity, The Dux Council reserves the right to appoint an eligible replacement until the next scheduled election.
XIX. Following the ratification of this Compact, only The Dux Council will have the authority to establish or destroy embassies.
XX. Whereas, Dux Bradford John will permanently moderate The Dux Council Chambers on the Regional Forums, where all debate and voting for The Council will occur.
XXI. All voting for region-wide elections and referendums will take place on the Regional Forums.
XXII. The Dux Council Chambers, on the Regional Forums, will be left open for public viewing but nations not on The Council will be restricted from posting in The Dux Council’s chambers.
XXIII. An elected member of The Dux Council may be subject to a recall election, if proposed by a member state with six accompanying sponsors in the Regional Assembly thread on Dux Milan’s Regional Forums. Concurrence from two-thirds majority of active-member states is required to remove any siting Dux Councilor.
XIV. Whereas, The Dux Council reserves the sole right to moderate elections and referendums by regulating the duration of nomination periods and the duration of voting on the Regional Forums, and all voting in elections and referendums will be conducted publicly.
XV. Members states of Dux Milan may self nominate in seeking elected office.
This Compact is Ratified on January 7, 2014 upon unanimous vote by the founding World Assembly nations of Dux Milan.
