Discussion for this motion, The Core Ministries Act, will remain open until a Dux Councilor motions for a vote and receives a second.
Be it enacted by the Dux Council,
SECTION 1. SHORT TITLE.
This Act may be cited as the "Core Ministries Act."
SEC. 2. FINDINGS.
(a) Dux Milan currently does not have a coherent or defined foreign policy
(b) Dux Milan currently does not have a clear or defined recruitment effort, without which the region will stagnate
(c) Dux Milan currently does not have a body devoted to creating and maintaining the region's cultural history and activity
SEC. 3. MINISTRY FOR FOREIGN AFFAIRS.
(a) A Ministry shall be created with the expressed purpose of drafting and overseeing the region's foreign policy
(b) The Ministry shall be called the "Ministry for Foreign Affairs"
(c) The leader of the Ministry shall be called the "Minister for Foreign Affairs" for the duration of their term
(d) The Ministry's powers and responsibilities are defined as follows

(e) The Minister for Foreign Affairs shall have discretion to represent Dux Milan abroad, but may be bound by resolutions passed by the Dux Council with regards to foreign affairs
(f) The Ministry for Foreign Affairs shall have its own forum to facilitate the implementation of its responsibilities
SEC. 4. MINISTRY FOR IMMIGRATION.
(a) A Ministry shall be created with the expressed purpose of maintaining the region's recruitment efforts and encouraging immigration and population growth in the region
(b) The Ministry shall be called the "Ministry for Immigration"
(c) The leader of the Ministry shall be called the "Minister for Immigration" for the duration of their term
(d) The Ministry's powers and responsibilities are defined as follows
(e) The Minister for Immigration may pursue or acquire access to any tools or utilities deemed useful for the Ministry's purposes, without requiring approval from the Dux Council
(f) The Ministry for Immigration must send a set quota of recruitment telegrams for every period, unless otherwise excused
(g) The Ministry for Immigration shall have its own forum to facilitate the implementation of its responsibilities
SEC. 5. BOARD FOR CULTURAL PROTECTION.
(a) A Ministry shall be created with the expressed purpose of overseeing the region's cultural history and activities
(b) The Ministry shall be called the "Board for Cultural Protection"
(c) The Board for Cultural Protection shall be headed by a three-member advisory board who shall, from within their ranks, choose a Board Chairman to lead the Board
(d) Members of the Board shall be appointed by the Dux Council
(e) Members of the Board shall be called "Members of the Board for Cultural Protection"
(f) The leader of the Board shall be called the "Chairman of the Board for Cultural Protection"
(g) Members of the Board shall be bound by §(3)(b)(2) of the Ministries Act
(h) The Ministry's powers and responsibilities are defined as follows
SEC. 6. ENACTMENT.
The provisions of this bill shall become effective upon passage by the Dux Council.[/quote]
